Delhi Pradesh Congress Committee president Ch. Anil Kumar said that Chief Minister Arvind Kejriwal, who would always boast of eradicating corruption, has now become No 1 in corruption in the past eight years of AAP Government in Delhi, with Delhi Congress exposing scams in the liquor policy deals, purchase and maintenance contracts of DTC buses and classroom construction, and in the allotment of contract for the maintenance of WCs in public toilet complexes in slum areas at highly inflated rates to a firm, M/s Sainath Sales and Services Pvt. Ltd, which had been debarred by the  Delhi Urban Shelter Improvement Board (DUSIB) for two years for unsatisfactory work execution.

Addressing a press conference at the DPCC office, Rajiv Bhawan here today, Ch. Anil Kumar said that a Delhi Congress delegation had recently met the Lt. Governor and brought to his notice the public toilets scam, and demanded a probe, to nail the guilty. He said that the DUSIB had debarred Sainath Sales and Services Pvt. Ltd for two years on May 10, 2022 “for tendering in DUSIB for any work” due to not having satisfactory performance in the work for “Operation, Management and Maintenance of Jan Suvidha complexes”, yet this company was given the contract for the maintenance of toilet complexes in slum areas by Sisodia. He said that it was surprising why DUSIB and the AAP Government have not responded to giving the toilet complex contract to a debarred company, which did not get any relief from the High Court either, and why hasn’t Sisodia cancelled the contract. Besides Ch. Anil Kumar and others present at the press conference were slum NGO representatives Shri Mukut Behari Aggarwal, Shri Rajesh Singh, Shri Atul Kumar Singh, Shri Sunil Gupta and Vice-chairman of the Communications Department Shri Anuj Attrey.  

Ch. Anil Kumar said that it was surprising why a lone company was favoured instead of inviting multiple bids for awarding the toilet complex maintenance contract? He said that instead of inviting bids through the E-Portal,  Sisodia opted for a newly-floated GeM portal, to favour a company in fix. He said that the DUSIB had earlier given an annual contract for the maintenance of 23000 WCs in 725 slum clusters for Rs 42 crore, but now, Sisodia has given the contract for the maintenance of 18620 WCs at 569 complexes for a staggering Rs 118 crore, which was very shocking.

Ch. Anil Kumar wondered why did Kejriwal entrust 18 crucial portfolios to Sisodia, including Excise, Education, Urban Development, Health and PWD if it was not for making open loot of public money through corruption? He said that the tendering process for the toilet complexes started on August 18, 2022 and the whole process for the Rs 118Cr contract was completed by August 29 at a record speed. He said that had the toilet complex tender been given on the basis of the 2018 deal, then the Government would have saved Rs 50 Cr, as this time, the tender amount per toilet per month was raised from Rs 1529 to Rs 2640, which points to a clear case of corruption.

Ch. Anil Kumar said that Sisodia was the main culprit in the toilet complex contract scam, because at a meeting of DUSIB on August 5, 2022, it was decided to float a fresh tender, and call one big tender by discarding the earlier practice of giving small, small tenders. He said that the NGO,  which was given a two-year contract in February 2022 for the maintenance of the toilet complexes, was told that its contract will end after six months, to bring in Sainath Sales and Services at the behest of Sisodia, which smelt of corruption. He said that after the corruption in the contract was exposed by Delhi Congress, Sisodia was sitting on the file, instead of cancelling the work order to Sainath Sales and Services Pvt. Ltd.

Ch. Anil Kumar said that BJP’s silence on the toilet complex contract scam was surprising, as it has not written even a small note to the LG seeking a probe into the scam, which raises suspicion about BJP’s role in the scam.
