Delhi Pradesh Congress Committee president Ch. Anil Kumar said that it was shocking that at a time when experts were working tirelessly on how to control the Covid-19 pandemic spread not only in India, but also across the world, Delhi Chief Minister Arvind was preparing the ground to make Delhi “Nashe Ki Rajdhani” (Capital of Intoxication) by making liquor available through Online and Mobile App in the Government’s revised Excise Policy. He said that this retrograde move by the Arvind Government will destroy the youth, who are already languishing without jobs and any source of livelihood, and parents are struggling to pay the fees of their wards.

Ch. Anil Kumar said that the Arvind Government’s much-touted Mohalla Clinics scheme was a major scam as hundreds of crores were spent to create 450 Mohalla Clinics since 2017-18, though CM Arvind had promised to build 1000 Mohalla Clinics, but these clinics were of no use in either holding Covid tests, or in the vaccination drive. He said that the Arvind Government made big boasts about the Mohalla Clinics, claiming that they would conduct  212 different types of tests in these clinics, and even filed an affidavit  in the court about 50 tests likely to be held in these clinics. He said that the Arvind Government also promised vending machines in these clinics to provide medicines, but when these clinics were existing only in names, vending machines were a far cry. Ch. Anil Kumar said that visits by DPCC’s social media team members, headed by Shri Rahul Sharma, exposed the terrible state of affairs at these clinics now, as they have become a gathering point for anti-social elements, stray cattle and dogs, or dumping ground for garbage, with the doors and air-conditioners of the clinics ripped off.

Ch. Anil Kumar said that Mohalla Clinics were bereft of doctors and nurses, and no patient could be seen in any of these clinics. Ch. Anil Kumar said that Chief Minister Arvind had projected these Mohalla Clinics as “world class” model being taken note of by other countries, and had spent Rs 805 crores on advertisements for CM Arvind’s self-publicity, but sadly not a single hospital was built to strengthen Tertiary Level Health Care in the Capital. He said that the “drive-in” vaccination centres opened by the Delhi Government were against the Covid vaccination guidelines, as the vaccine recipient has to be kept under observation before he/she is allowed to go, to ensure that there was no reaction to the vaccine.

Ch. Anil Kumar said that the Arvind Government could perpetuate corruption through these Mohalla Clinics as these clinics were setup in the buildings owned by CM’s key people or AAP leaders/workers, and for a 40 Sqm space, the Government was paying rents up to Rs 30,000 a month, and the Government was also paying for the power consumed by the landlord of the building!

Shri Anil Bhardwaj said that in the past one month, Delhi  had witnessed a death-dance, as the latest Covid wave claimed many lives, and no family has been left untouched by the ravages of the pandemic. He said that a report prepared by IIT-Delhi. under Prof. Sanjay Dheer, has warned that the third wave of the Covid-19 pandemic will be deadlier, with over 45,000 daily positive cases, out of which 9,000 would need hospitalization. The report also cautions that Delhi would need 944MT oxygen, and the High Court has given a four-month time to the Government to act on the report, like creating basic infrastructure for oxygen, and supply chain of oxygen, but sadly the Delhi Government has a storage capacity  of only  20-30 MT oxygen, and instead of the polluted industrial oxygen, medical oxygen should be used, to prevent the recurrence of black fungus infection. Shri Bhardwaj said that the Delhi Government has not set up any oxygen generation unit, the absence of which was sorely felt during the present Covid surge, but the Arvind Government seems to have learnt no lessons from the recent oxygen crisis. He said that CM Arvind had promised to setup 44 oxygen plants on 27th April, 2021 but over a month has lapsed, not a single oxygen plant has been set up.
