A probe should be held to find out the source of wealth of the BJP and AAP Councillors—Ch. Anil Kumar.

Delhi Pradesh Congress Committee president Ch. Anil Kumar said that according to the East Delhi Municipal Corporation budget for the financial year 2021-2022, presented in the House on 9 February, an estimated tax revenue collection of Rs 3,167 crores is expected for 2020-2021, while for 2021-2022, Rs 4,653.2 crores are expected—i.e  Rs 1485 crores more than the current financial year.

He said that the budget does not make provision for any new infrastructure project, but has included only old projects, which have dragged on, without being completed. Ch. Anil Kumar said that corruption was so deeply ingrained in the Corporation that a probe should be held to find out the leakage of funds, and the source of unaccounted wealth of the Municipal Councillors of the BJP and the Aam Aadmi Party.

Ch. Anil Kumar said that the Councillors of both the BJP and Aam Aadmi Party, in league with the “Lantar Mafia”, collected crores of rupees from people to allow illegal constructions in 90% of houses, and now the East MCD Budget proposes to collect penal revenue for illegal constructions from house owners to raise Rs 1485 cores, to bridge the revenue shortfall in the budget. He said that the BJP and AAP Councillors have not given any constructive suggestions to enhance the income of the East MCD, as the revenue sources of the MCDs have become an avenue for the Councillors to make money.

Ch. Anil Kumar said that due to the corruption of the BJP and AAP Councillors, people will suffer a double whammy, because they not only had to first bribe the Councillors and the Police to do illegal constructions, and now, they would have to pay penalty to the East MCD for those illegal constructions!

Ch. Anil Kumar demanded that the East MCD should probe the illegal wealth of the BJP and AAP Councillors, and such ill-gotten wealth should be confiscated, to fill the budget revenue shortfall of the East Corporation. He said that such income could be used for development works, which have either been stalled or shelved altogether, due to lack of funds. He said that it was strange that the Corporations know only one way of increasing their income—by imposing additional tax burden on the people—instead of adopting new methods, and brushing up existing methods, to shore up the revenue of the Corporation.

Ch. Anil Kumar said that many provisions had been made in the budget proposals to further tax the people, but due to the strong opposition by the Congress councillors, those plans have been shelved. He said that due to corruption in the MCDs, Corporation’s revenue is going down, but the income of the BJP and AAP Councillors are going.
