Former MLA and Parliamentary Secretary to the Delhi Chief Minister, Shri Anil Bhardwaj, said that it was a matter of shame for the Delhi Government that the Supreme Court had to take suo moto cognizance of the polluted water in the Yamuna due to high ammonia contents, which is beyond treatable level. He said that instead of addressing the water pollution in the Yamuna, the Arvind Government was indulging in blame games, accusing the Central Government, the Haryana and UP Governments, and the Municipal Corporations of Delhi, for the water pollution.

Ex-MLA Shri Anil Bhardwaj, along with former MLA Shri Mateen Ahmed, who was also the vice-chairman of the Delhi Jal Board when Congress was in power, and ex-MLA Shri Vijay Lochav addressed a press conference at the DPCC office, Rajiv Bhawan, here today in which they squarely blamed the Arvind Government for the Yamuna becoming a polluted river and a severe health hazard for the people of Delhi, who have to now perforce depend on bottled and RO(Reverse Osmosis) purified water for drinking purposes.

He said that Chief Minister Arvind cannot pass on the blame for the pollution in the Yamuna river and abysmal quality for drinking water in Delhi, as he was also heading the Delhi Jal Board when it slipped to not only heavy losses but could not ensure that people get clean drinking water, which was one of the promises made by the Aam Aadmi Party in its election manifestoes. He said that in addition to the Covid-19 pandemic and the severe air pollution, Delhiites have to battle with polluted water too, which causes deadly diseases like cancer.

Shri Anil Bhardwaj said that even if Delhi was getting water with high ammonia content in the Wazirabad barrage from Haryana, what about the water flowing from Wazirabad to the Okhla barrage, which is 75% polluted! He said that it was the responsibility of the Delhi Jal Board to ensure that water from this stretch is treated and made potable, but sadly due to depleting oxygen level, fish is virtually non-existent in the Yamuna now. He said that clean drinking water was the right of the people of Delhi, but the Arvind Government has woefully failed to supply water fit for drinking. Shri Bharadwaj said that the Yamuna water gets polluted through sewage water, effluents from industrial units and solid wastes. He said that thousands of crores of rupees have been sunk in the name of cleaning up the Yamuna, but without any success.

Shri Bhardwaj said that 96% of pollution in the Yamuna is caused by drain water. He said that CPCB (Central Pollution Control Board) had monitored the drains in November 2020 and found out that 14 drains were “untapped” and 140 MGT sub-drain sewage is still not intercepted. He said that Delhi produces 744MGT sewage, but only 500MGT sewage water is treated, as the Arvind Government had not taken any steps to increase the sewage treatment capacity.

Shri Bhardwaj recalled that when the Congress Government, headed by Smt. Sheila Dikshit, came to power in Delhi in 1998-99, the sewage treatment capacity was 284MGT, which was doubled to 545GMT by 2012-13.  He said that due to shadow boxing between the BJP and the Arvind Government, only 454 out of the 1799 unauthorised colonies have got sewer lines.

Ch. Mateen Ahmed said that the Arvind Government had promised before assuming power in Delhi that cleaning up the dirty Yamuna river was its top priority, but seven years down the line, not only the Yamuna water has become severely polluted, the AAP Government has done no work to clean it, to ensure that the filthy water flowing into the river through the drains are treated. He said that the DJB was making profit during the Congress regime, and it also laid water pipelines in unauthorized colonies to ensure that most people get potable drinking water, but the Arvind Government has pushed the functioning of the DJB down the drain.

Ex-MLA Shri Vijay Lochav said that only half of villages in Delhi have sewer lines, and a CBI enquiry should be instituted to probe the Rs 3828.21 loss suffered by the Delhi Jal Board, under Chief Minister Arvind, as huge corruption in the DJB was responsible for such a sorry state of affairs. He said that presently, around 500 MGT water is treated before releasing to the Yamuna, out of which only 20 per cent water is utilized for non-potable purposes. He said that the rest of the treated water can be used for construction work, a sprinkling of plants, agricultural purposes,  watering of parks, and the rest can be used to bridge the gap between demand and supply of drinking water, but the DJB is doing none of these things, to suffer in self-inflicted wounds.
