A delegation of the Delhi Pradesh Congress Committee, under the leadership of DPCC president Ch. Anil Kumar,  met Lt. Governor Shri V.K.Saxena at Raj Niwas today, and submitted him a memorandum, pointing out huge corruption and impropriety by  Urban Development Minister Manish Sisodia in the award of contract for the  “Operation, Management and Maintenance” of the toilet complex by the Delhi Urban Shelter Improvement Board (DUSIB) under the Delhi Government, and asked him to stop the work till a detailed probe was conducted in the award of the contract  in a partial and  illegal manner by going out his way, as Sisodia had done with the Liquor Policy in which he is accused No 1 in the FIR filed by the CBI.

Ch. Anil Kumar pointed out to  the Lt. Governor that on August 18, 2022, a decision was taken to give a Rs 118.80 Cr. contract to a debarred company named M/s Saintath Sales and Services Pvt. Ltd for the construction of 18,620 toilets in 559 Public Convenience complexes. He said that the Delhi Government went to GeM Portal, instead of using the  traditional E-Procurement Website to float the tender, and straight away offered a Rs 118-Cr plus contract to a debarred company, instead of offering the contract in small segments to different companies. He said that it was surprising that on January 27, 2021 Manish Sisodia himself had debarred M/s Sainath Sales and Services Pvt. Ltd for two years for their poor performance, and the High Court also did not give any clean chit to the said company for their poor record in its order on June 8, 2022, yet this company was allowed to participate in the tender bid, instead of debarring them at the  technical bid stage itself.

Anil Kumar said that how did the  tax payers’ money was misused to line the pockets of  Sisodia and Co. was evident from the fact that in 2018, a Rs 42.19 Cr. contract was given for the installation of  23000 Western Conveniences (WC)  at 725 Public Convenience complexes to four small companies, but by 2022, the cost of installation of 18620 WC at 559 complexes had gone up by  Rs 117.98 Cr, which meant a jump of Rs 59 Cr. per year, which points to huge corruption, which should be thoroughly probed, and the contract cancelled.
