Synopsis: A Delhi Congress delegation, led by Delhi Pradesh Congress Committee president Ch. Anil Kumar, today met Shri Vijay Dev, Chairman of the Delimitation Committee, MCD Wards, and submitted him a memorandum, giving Congress workers’ observations/suggestions and the shortcomings in the Draft Report of the Delimitation Committee, which seemed to favour the political interest of the BJP and the Aam Aadmi Party, as the wards represented by the Dalits and the Minority Community have been tampered with or scrapped.
A Delhi Congress delegation, led by Delhi Pradesh Congress Committee president Ch. Anil Kumar, today met Shri Vijay Dev, Chairman of the Delimitation Committee, MCD Wards, and submitted him a memorandum, giving Congress workers’ observations/suggestions and the shortcomings in the Draft Report of the Delimitation Committee, which seemed to favour the political interest of the BJP and the Aam Aadmi Party, as the wards represented by the Dalits and the Minority Community have been tampered with or scrapped.
Ch. Anil Kumar said that Congress is a democratic party, and it has every right to seek changes in the draft report, which was anti-people, anti-Dalit and anti-Minority. He said that if relevant changes are not made in the draft report, Delhi Congress will be compelled to approach the court to get justice.
Besides Ch. Anil Kumar, others in the Congress delegation included Chairman of Delhi Congress’ Delimitation Committee Shri Hari Shankar Gupta, former Delhi Ministers Shri Parvez Hashmi and Dr Narendra Nath, Chairman of the DPCC Communications Department Shri Anil Bhardwaj, MLA and ex-MLA Shri Amrish Gautam.
Ch. Anil Kumar said that the notification for the delimitation had clearly stated that the basis for delimitation will be a population of 65000 per ward (with plus/minus 10% variation), but in the draft report, 72 wards have more than plus 10% bench mark in the population. He said that surprisingly, in 32 wards the population ratio is either over 80,000 or around 35,509, which has defeated the very purpose of the delimitation process.
Ch. Anil Kumar said that the very purpose of arbitrarily reducing the MCD wards from 272 to 250 was to favour the BJP, as the delimitation exercise was done in all the 70 Assembly segments, though the exercise needed to be done only in 23 wards after looking at the draft report. He said that the delimitation criteria to fix the number of wards have been grossly violated in many Dalit-dominated Assembly constituencies like Trilokpuri, Kondli, Patparganj, Seemapuri and Madipur where one ward each has been reduced while in BJP-represented Assembly constituencies like Vishwas Nagar and Patparganj (represented by Deputy Chief Minister Manish Sisodia) one ward has been increased.
Ch. Anil Kumar said that the splitting of Dalit and Minority-dominated wards to align with adjoining wards has been done with malicious intent to suppress the voice of these sections of the population. He said that as per the draft report, 42 wards are to be reserved for Scheduled Caste, but the reservation of wards should be rational, keeping in mind the interest of the people. He said that the concept of natural boundary of wards has been done away with, and in many wards overlapping of EB’s has been observed.
Ch. Anil Kumar said that the Congress delegation appealed to Shri Vijay Dev to ensure that the delimitation exercise be done to provide justice to all, to honour natural justice and adhere to known democratic principles, failing which the whole delimitation exercise will become unethical.
