Synopsis: The memorandum accused the Modi Government of “criminal mismanagement of Covid-19” pandemic, as it completely abdicated its duty of fighting the Corona and abandoned the people, leaving them to fend for themselves. He said that Congress president Smt. Sonia Gandhi and Shri Rahul Gandhi have been demanding free universal vaccination, as people are in no position to afford the high prices for vaccination. He said that the multiple pricing slab for the vaccine fixed by the Modi Government is another instance of profiteering from people’s misery. All district presidents submitted similar memorandums to the respective District Magistrate offices.
A delegation of the Delhi Pradesh Congress Committee, headed by DPCC president Ch. Anil Kumar, today submitted a memorandum to Lt. Governor Shri Anil Baijal at Raj Niwas, demanding that one crore vaccination per day was the need of the hour, if the entire population of 140 crore people in the country, is to be fully vaccinated by 31st December, 2021. He said that the present rate of 16 lakh vaccination per day on an average was too meagre, too slow. He cautioned that at this rate and pace, it will take over three years for the vaccination of the entire adult population in the country. He said that the Modi Government plus the State Governments have till date ordered only 39 crore vaccine doses, which is too little, too late.

Addressing a press conference at the DPCC office, Rajiv Bhawan, Ch. Anil Kumar said that Covid-19 has caused “unprecedented devastation and immeasurable pain” to nearly every Indian family, and vaccination is the only protection in the midst of the raging Covid-19 infections and deaths. He said that the Modi Government’s vaccination strategy has been flawed from the very beginning, as despite being the largest producer of Covid vaccines in the world, only 4.45 crore people have got both the doses of the vaccines, which is just over 3 per cent of the country’s total population. He said that from 5th April to 31st May, 2021, spanning 55 days, there was a 76.4 per cent slump in the Central Government’s vaccination drive. Others present at the Press Conference were ex-MLAs Shri Anil Bhardwaj and Shri Vijay Lochav, Shri Parvez Alam and Shri Anuj Atrey.
Ch. Anil Kumar said that neither the Modi Government, nor the Arvind Government in Delhi, seemed to have learned any lessons from the bitter experiences of the first wave of the Covid-19 pandemic. He said that due to their irresponsible actions and indifference, over 20,000 people succumbed to the virus in just about a month in the latest wave of the pandemic in the Capital. He said that while Governments in other countries were ordering Covid-19 vaccines after the first wave of the pandemic created havoc last year, the Modi Government played politics to prepare for Assembly elections in the country, which contributed to an unprecedented spike n Covid cases across the nation. He said that while the pandemic was raging, the Modi Government was busy exporting vaccines, and till date, the BJP Government has exported 6.63 crore vaccine doses while the country is facing a vaccine crunch.
Ch. Anil Kumar said that it was time the Modi and Arvind Governments took some strong steps to not only ensure free vaccination to all, but also make proper arrangements to face a possible third wave, which experts caution, would be deadlier than the present one.
Ch. Anil Kumar said that in order to help the private hospital cartels to make huge profits from vaccinations, the Arvind Government has shut down the Government vaccination centres citing vaccine crunch as the reason, leaving the poor in the lurch, as they cannot afford the high rates being charged by the private players, including the drive-in premium vaccination centres. Ch. Anil Kumar asked Chief Minister Arvind to stop making excuses and blaming others for his inaction and incompetence, as only determined actions by the Government could control the pandemic.
Delhi Congress demands that the delayed free ration delivery should reach the deserving, without harassment, and not in the hands of unscrupulous people.
Ch. Anil Kumar said that despite the Delhi Congress demand to provide free ration to all, the Arvind Government decided to act on this suggestion only now, just two days before the present lockdown ends. He demanded the formation of a vigilance committee to ensure that the ration reaches the deserving ones, and not in the hands of hoarders and black-marketeers. He also asked the concerned Government departments not to harass people who come out to buy the free rations during the lockdown.
Ex-MLA Shri Anil Bhardwaj said that due to the indifference and inaction of the Arvind Government, people have lost faith in the Government, and demanded a time-bound action plan to arrest the Covid surge. He said that Delhi Congress had been demanding free ration for all when the latest lockdown was imposed, and it took the Arvind Government 45 days to accept this suggestion, as the ration will be distributed from 5th May, at one school in every ward.
Shri Anil Bhardwaj said that the production of the Adhar card should not be made mandatory for getting the ration, as the poor are totally stressed out, and what they urgently need is free ration to keep themselves alive. He also demanded that the Government should make all precautions, including formation of an all-party vigilance team, to ensure that the ration reaches the poor and the deserving, and not in the hands of unscrupulous people.
