Anil Kumar said that penalizing people with fines or slapping cases against them were not the correct step  to make them follow Covid-appropriate behaviour, and enforce lockdown curfew norms, as the urgent need was to persuade people to wear masks, and wear them properly. Ch. Anil Kumar said that it was shocking to read that nearly 2 lakh people were fined for either not wearing a mask, or wearing masks incorrectly, between April 19 and May 25, 2021 when the ongoing lockdown curfew was in prevalence.

He said that the law enforcing authorities like district administrations, Delhi Police and the Municipal Corporations should be instructed to create awareness about Covid-appropriate conduct, distribute masks and sanitizers to those who cannot afford these items, and counsel the violators, instead of issuing challans and collecting fines from people, or filing cases against them as people are in no positions to appear in court cases now.

Ch. Anil Kumar said that when the Arvind Government could squander crores of rupees in the name of Covid-19 pandemic management, it would be appropriate to supply free masks and sanitizers, and free vaccination to all, to ensure that Delhi gets rid of the Covid scourge as fast as possible, as people are no longer in a position to bear with endless lockdowns and economic crisis. He said that most young people, who were employed and self-employed, were now languishing without jobs and livelihoods. He said that punishing people to enforce Covid norms with fine was not the right step, for now.

Ch. Anil Kumar said that the fines collected from people should be returned to them, and fines due from those who have not yet paid should be waived off, as there was no logic in charging Rs 2,000 for not wearing a mask in public.
