Ex-MLA and former Parliamentary Secretary to the Delhi Chief Minister, Shri Anil Bhardwaj, said that that the Government of National Capital Territory of Delhi (GNCTD) Act (Amendment) Bill, introduced in Parliament today by the BJP-led Central Government, will not only considerably dilute the powers of the Delhi Government  (which already  does not  have any authority over land and Delhi Police), but also make a direct assault on the powers of the people of Delhi, who choose the Government of its choice through a democratic process of ballots.

He said that if the Bill is passed, it will be a “Black Day” for Delhi and “Murder of Democracy”, and a clear violation of the basic tenets of the Constitution. He said it was also a contradiction of Prime Minister Modi’s promise of giving full Statehood to Delhi.

Delhi Congress will hold a dharna at Jantar Mantar against the “Black Bill” on 17th March, Wednesday, from 10 a.m to 2 pm.

Shri Anil Bhardwaj said that it was surprising that the Arvind Government did not raise its voice against the Bill, preferring to keep quiet, though the Union Cabinet had given the go-ahead for the Bill as early as February 1, 2021, which cements the belief that the Aam Aadmi Party Government was the “B” team of the Modi-Amit Shah combine. He said that Congress leader Shri Rahul Gandhi’s tweet that “India is no longer a democratic country” has been validated by the Modi’s Government’s draconian Amendment Bill. He said that according to the Amendment Bill, the Delhi Government has to take the permission of the Lt. Governor 15 days before any legislative decision, and seven days prior to taking administrative decisions. In short, the Delhi Government cannot implement any decision without the permission of the Lt. Governor.

Shri Anil Bhardwaj said that Delhi CM Arvind has been fooling the people of Delhi with the promise of bringing in Jan Lokpal, Citizen Charter and full Statehood for Delhi, but did not raise his voice against the Amendment Bill, though  he is infamous for his dharnas and demonstrations on each and every issue.

Shri Bhardwaj recalled that when Shri Rajiv Gandhi was the Prime Minister, he was determined to decentralize powers, and it was due to his initiatives that the Panchayati Raj Bill was passed to give more powers to the Panchyats across the country, with financial muscle. He said that it was ironic that even the BJP Government, like the Arvind Government, had promised “full Statehood” for Delhi but now even the existing powers will be snatched away from the people of Delhi through the Amendment Bill.
