Addressing a press conference here, Delhi Congress President Ch. Anil Kumar said there should be no power tariff hike till the power companies operating in Delhi are subjected to an audit by the CAG. He said, “The power companies were having secret parleys with the Arvind Kejriwal-led Aam Aadmi Party (AAP) government to increase the power tariff in a quid pro-quo arrangement. But the Congress will oppose any such move as the power subsidy was a major scam with thousands of crores filling the pockets of the corrupt that needed to be probed.”
Delhi Pradesh Congress Committee president Ch. Anil Kumar said that there should be no power tariff hike till the power companies operating in Delhi are subjected to audit by the Comptroller and Auditor General (CAG). He said that the power companies were having secret parleys with the Arvind Government to increase the power tariff in a quid pro quo arrangement, but the Congress party will oppose any such move, as the power subsidy was a major scam, with thousands of crores vanishing into the pockets of the corrupt, that needed to be probed.
He asked the Arvind Government to promise Delhiites that no tariff hike will be allowed till the power distribution companies go through CAG audit. He said that in the last six years, the Arvind Government had transferred Rs 11662 crore into the accounts of the power companies, for which there is no proper accounting.
Ch. Anil Kumar said that the power companies were not only demanding tariff hike, but also want review of the present 8% surcharge towards accumulated deficit, and approve a revised surcharge to ensure time-bound recovery of regulatory assets/revenue gap. He added that the power companies also want the subsidy amount to be transferred on the basis of Direct Benefit Transfer, to maintain its loot of people’s money.
Ch. Anil Kumar said that the power companies were already making huge profits from power distribution in Delhi, and despite the promise of no power cuts, power breakdowns have become a recurring feature, though summer is yet to peak. He said that the power companies are getting away with erratic supply, without getting penalized. He said that if the power tariff is hiked arbitrarily by the Arvind Government, then Congress workers will hit the streets to strongly oppose the move, and force the Government to retract its steps.
Ch. Anil Kumar said that in connivance with the power companies, the Arvind Government had milked the people of Delhi to the tune of thousands of crores, in the past six years, on various heads like Fixed Charge, Surcharge, Power Purchase Charge and Electricity Tax. He said that the Arvind Government had given some reduction in fixed charges after a delegation of the Delhi Congress, headed by Smt. Shiela Dikshit, and including former Delhi Power Minister Shri Haroon Yusuf, had met the Chief Minister and pleaded with him to provide some relief to the consumers from the steep power charges, but even then, the power companies were making huge profits without any accountability.
Ch. Anil Kumar said that Chief Minister Arvind had lied in the Delhi Assembly yesterday when he said that his Government had halved the power bills, but the reality was that his Government increased the subsidy, helping the power companies double its loot. He recalled that the Congress Government had also given power subsidy in the financial year 2013-14, which was only Rs 621 crore, but this amount has shot up to Rs 3092 crore in this year’s Delhi Budget, though there has been no audit of the thousands of crores doled out to the power companies in the last six years.
Ch. Anil Kumar said that though the Arvind Government has been boasting that there was no billing for power consumption up to 200 units, and those consuming between 201 to 400 units were getting a subsidy of Rs 800, but Delhiites were still being subjected to loot by the power companies through increased tariff in Fixed Charge, Surcharge, Power Purchase Charge and Electricity Tax.
Ch. Anil Kumar demanded a CAG audit and probe about the Rs 11622 crore Delhi Government had transferred into the accounts of the power companies.
