Ch. Anil Kumar said that though the route of the Farmers’ Tractor Rally had been drawn up beforehand, many of those young people who participated in the rally were new to Delhi, and had no idea about the rally route. He said that it was the duty of the police to properly guide them on the designated route, but instead, police tried to use force on the farmers, which led to the disorder. Ch. Anil Kumar said that it seemed as if the Delhi Police and the Arvind Government had pre-determined to arrest the farmers and provoke them into act angrily, even before the rally had entered Delhi.

Ch. Anil Kumar said that at no occasion during their over a two-month-old protest on the borders of Delhi demanding the repeal of the three anti-farmer Agricultural Laws, the farmers had led peaceful protests even when tear-gas shells were lobbed at them, water cannons were used and trenches were dug to prevent the farmers from entering the Capital.

He said that at that time, the farmers showed considerable restraint, and since then, they have been sitting on a peaceful dharna at the Delhi borders, even when the temperature slumped to an unbearably chilly low, and over 100 of their colleagues had become martyrs to the cause. He said that the farmers seemed to have been provoked when the Delhi Police burst teargas shells and opened fire at the tractor rally, which resulted in the death of a young farmer.
