DPCC vice-president and Leader of the Congress in the South Delhi Municipal Corporation Shri Abhishek Dutt files a PIL in the Delhi High Court, seeking a “true and complete” details of the money collected by the Delhi Government through taxes and grants, the funds paid to the MCDs and the manner in which the Municipal Corporations have expended the money. Corona Warriors of MCDs have been sitting on dharna for non-payment of salaries as the Delhi Government has not complied with the recommendations of the 5th Finance Commission—Abhishek Dutt.
Delhi Pradesh Congress Committee vice-president and leader of the Congress in the South Delhi Municipal Corporation Shri Abishek Dutt today filed a PIL (Public Interest Litigation) in the Delhi High Court, seeking details, through affidavit, from the Delhi Government, of the money collected by it through taxes and the grants received from the Central Government, a share of which is payable to the Municipal Corporations of Delhi, the amount paid to the MCDs and the manner in which the MCDs have expended the money.
Shri Abhishek Dutt demanded a “true and complete” disclosure of funds collected by the Delhi Government and distributed to the three MCDs in accordance with the recommendations of the 5th Finance Commission. In the PIL, Shri Dutt has also sought a detailed “forensic examination and audit of the financial dealings and affairs” of the Delhi Government and the MCDs by the CAG.
Shri Abhishek Dutt said that the frontline Corona Warriors of the MCDs, like doctors, nurses, paramedics, sanitation workers and teachers, have been sitting on dharna, in this chilling cold weather, demanding their salaries, but the MCDs and the Delhi Government, have been trading charges against each other, without giving heed to the demand of the Corona Warriors. Shri Abhishek Dutt expressed his gratitude to Delhi High Court Chief Justice Ms. Justice Jyoti Singh for entertaining his PIL He added that he will write to the Delhi Government and the Mayors of the three MCDs about the direction of the High Court.
Addressing a press conference at the DPCC office, Rajiv Bhawan here today, along with leader of the Congress in the East Delhi Municipal Corporation Ms. Rinku, Shri Abhishek Dutt said that the BJP, which has been ruling the MCDs for the past 13 years, had promised in its manifesto for the 2017 MCD elections, that if the Delhi Government does not pay the money due to the MCDs, then it will get funds from the BJP-ruled Modi Government at the Centre to meet its expenses.
He said that the present plight of the MCDs is such that neither the Central Government, nor the Arvind Government has been giving any funds to the MCDs, thus severely hampering the payment of salaries to the frontline Corona Warriors, who risked their own lives to work overtime during the Covid-19 pandemic lockdown, and thereafter.
Shri Abhishek Dutt said that when Congress, headed by Smt. Sheila Dikshit was in power in Delhi for 15 years, the MCD workers did not strike work, even once, even when the BJP was in power at the MCDs, as the Delhi Government promptly paid the amount due to the MCDs, thus setting up a smooth working environment with the Municipal Corporations.
Shri Abhishek Dutt pointed out that the Delhi Finance Commission had, from time to time, made recommendations to the Delhi Government, for the distribution of taxes, duties, tolls and fees levied by it to the MCDs. He said that the Fifth Finance Commission had made its recommendations in October 2017 for the period 2016 to 2021 but the Arvind Government had refused to comply with it. He said that had the Delhi Government paid Rs 7000 crore due to the MCDs, then the salaries of the MCD employees could have been paid without any problem.
Shri Abhishek Dutt also blamed the MCDs for misutilization of funds, as the 5th Finance Commission had repeatedly highlighted the “lax attitude and zero transparency” in the accounting by the three MCDs. Highlighting the example of the South MCD, Shri Abhishek Dutt pointed out that it has recorded a “deficit” of Rs 2,354.19 crore in the funds contributed by the Delhi Government during the period 2012-2013 to 2020-2021, in complete derogation of the recommendations of the Finance Commissions. He said that the Net Tax Collection by the Delhi Government was on the up, and the Delhi Government even made a Rs 60,000 crore budget estimates, but where does the money go, as it has not complied with the Finance Commission’s recommendations to give money to the MCDs to bear “basic expenses”.
Leader of the Congress party in the East Delhi Municipal Corporation Ms Rinku said that the plight of the densely-populated East Delhi Corporation was worse, and the Congress party has been constantly demanding a better deal for the poor. She said that the East MCD Corona Warriors have also been on strike demanding their wages, and the Congress party hopes to find a solution to the fund crunch through this PIL, as we should know where all the money goes, collected by the Delhi Government in taxes and grants.
