Nagpur:The rising number of stray dog attacks across India has sparked a heated political debate, with the issue gaining fresh momentum after remarks by Mohan Bhagwat, Chief of the Rashtriya Swayamsevak Sangh (RSS). His call for “responsible coexistence and scientific management” instead of extreme measures has triggered sharp reactions across political and civic circles.

Addressing a gathering in Nagpur, Bhagwat said the choice is not between killing dogs and risking human lives, but rather about understanding that coexistence is inevitable and must be managed responsibly. He cautioned against emotional or extreme responses, warning that such approaches could further complicate the problem.

“Not Elimination, But Responsible Coexistence”
Bhagwat emphasized that the real challenge lies in ensuring that humans and animals can live together safely. He advocated:
Scientific population control measures, including sterilization
Risk mitigation strategies in urban areas
A balanced policy combining sensitivity with practicality
According to him, the issue demands both compassion and structured intervention rather than reactionary decisions.

Political Reactions and Public Pressure
Following his statement, the issue has acquired a political dimension.
Some organizations described the remarks as a balanced and humane perspective.
Opposition leaders, however, argued that ground-level public safety concerns require urgent and stronger administrative action.
In several states, increasing reports of dog attacks have intensified pressure on local authorities and municipal bodies to act decisively.

The ‘One Health’ Approach in Focus
Public health experts suggest adopting the One Health approach, which seeks to balance human, animal and environmental well-being. They argue that sustainable solutions must integrate:
Urban animal population management
Public health safeguards
Environmental considerations

Experts maintain that only a long-term, science-backed strategy can reduce conflict while ensuring safety.

From Civic Issue to National Discourse
What was once largely a municipal concern has now evolved into a national policy debate, intertwining public safety, animal welfare and political accountability.

As incidents continue to draw public attention, all eyes are on whether policymakers can forge a consensus that ensures human safety without abandoning ethical responsibility toward animals.
