In a move set to intensify the political face-off between Delhi and Punjab, the Delhi Legislative Assembly has ordered a privilege breach inquiry against the Punjab Director General of Police (DGP) over alleged objectionable remarks related to Sikh religious figures. The decision, announced on Wednesday, has triggered sharp political reactions and fresh constitutional debate.
Delhi Assembly Speaker Vijender Gupta confirmed that the matter has been referred to the Assembly’s Privileges Committee for a detailed investigation.
Complaint by Kapil Mishra Triggers Action
According to official sources, the action follows a formal complaint by Cabinet Minister Kapil Mishra, who alleged that the conduct of Punjab Police amounted to a violation of the privileges of the Delhi Assembly and also infringed Article 361A of the Constitution, which safeguards legislative proceedings.
The Privileges Committee will now examine not only the role of the Punjab DGP, but also scrutinise the conduct of the Additional Chief Secretary (Home), Punjab, expanding the scope of the inquiry.
Dispute Rooted in FIR Over Assembly Video
The controversy stems from an FIR registered by Punjab Police concerning the upload and circulation of an allegedly edited and manipulated video of a speech made by Leader of Opposition Atishi during proceedings of the Delhi Assembly.
Punjab Police had claimed that the video content was distorted, prompting legal action. However, the Delhi Assembly has taken strong exception to the manner in which the case was handled.

Speaker Vijender Gupta stated that despite repeated reminders, Punjab Police failed to provide crucial documents required by the Assembly. These include:

FIR details
Social media expert’s report
Forensic Science Laboratory (Punjab) report
He further alleged that instead of sending the documents directly to the Delhi Secretariat, they were routed through the Additional Chief Secretary (Home), Punjab, and have still not been received.
Legislative Privilege at the Core
Gupta emphasised that the issue directly concerns House proceedings, which fall squarely within the exclusive privilege and jurisdiction of the legislature.
“The matter relates to the functioning of the Assembly and therefore comes under the domain of legislative privilege,” the Speaker asserted, making it clear that the House views the issue as a serious constitutional concern.
Political Silence, Political Signals
Notably, the Aam Aadmi Party (AAP) has so far not issued any official response to the Assembly’s decision, even as political circles buzz with speculation.
The FIR was registered following a complaint by Iqbal Singh, who publicly alleged that the Assembly video had been tampered with—an assertion now central to the privilege breach debate.

With the Privileges Committee set to probe senior Punjab officials, observers say the decision could sharpen political tensions between Delhi and Punjab, especially given the overlapping political narratives and interstate sensitivities.
