Paperless registration marks a decisive step against corruption in the revenue department- Nayab Singh Saini
Chandigarh, September 29– Haryana Chief Minister, Sh. Nayab Singh Saini, said that the introduction of paperless registration marks a decisive step towards eliminating corruption in the revenue department. By minimizing human intervention, opportunities for malpractice will be virtually eliminated. Registry work will now be fully digital, a living example of the government’s ‘Minimum Government- Maximum Governance’ policy. The initiative will also help conserve the environment by reducing paper use, he said.
The Chief Minister was speaking at a state-level function held at Babain Tehsil in Ladwa Assembly Constituency, Kurukshetra, where he launched four key digital initiatives of the Revenue Department.
The Chief Minister also inaugurated the Paperless Registration system, Demarcation Portal, WhatsApp Chatbot, and Revenue Court Case Management System. He also released an information booklet and witnessed the first paperless registry and demarcation process at Babain Tehsil. Earlier, he planted a sapling in the tehsil premises.
Sh. Nayab Singh Saini highlighted that the Digital Haryana Programme is designed to empower even the last person standing in the queue. The four initiatives launched are not just technological upgrades; they signal a new era of good governance, transparency, and citizen convenience, he said.
The Chief Minister said that the Revenue and Disaster Management Department plays a crucial role in both revenue administration and disaster response, directly impacting people’s lives. Over time, the department has adopted new technologies to make its functioning simpler, more transparent, and citizen-centric. These new initiatives mark another important step in that journey, he said.
Sh. Nayab Singh Saini said that governance, at its core, means serving the people, hence the utmost aim of the state government is to make services simple, transparent, and fast, so that citizens don’t have to run from pillar to post. The government should reach people’s doorsteps and today’s launches reflect this commitment, he said.
Paperless Registration – A simpler, faster process
The Chief Minister said that the Paperless Registration initiative will end decades of complex registry procedures. Citizens will no longer face unnecessary delays or multiple office visits. They will only need to visit the tehsil once for signatures and photographs.
Demarcation Portal – Accurate land measurement using GPS
Describing farmers as the backbone of Haryana’s economy, Sh. Nayab Singh Saini said that land disputes are a common rural issue. The Demarcation Portal provides a permanent, technology-based solution. Farmers can now apply online for demarcation, which will be carried out using rover and advanced GPS technology, ensuring speed, accuracy, and impartiality.
WhatsApp Chatbot – Information 24×7
Recognizing that almost everyone now uses smartphones and WhatsApp, the government has leveraged this platform to provide easy access to information. The WhatsApp chatbot will offer round-the-clock details on departmental services, status updates, and required documents. Citizens will no longer need to visit offices for minor queries; they can get instant and accurate information on their phones. This will especially benefit people in rural areas.
Revenue Court Case Management System – Speeding up justice
Sh. Nayab Singh Saini noted that long-pending cases in revenue courts have been a major hurdle in delivering timely justice. Delay in justice is equivalent to denial of justice, he remarked. With the Revenue Court Case Management System, all cases in revenue courts will now be digitally monitored. Details of case status, dates, and orders will be available online. This will help eliminate years of delay in smaller cases, making the judicial process more efficient and transparent. All revenue court cases will be brought onto a digital platform, enhancing judicial transparency and enabling faster resolution of pending matters.
Citizens can book property registration appointments in advance through the e-Registration system
The Chief Minister said that Prime Minister, Sh. Narendra Modi has always been a strong advocate of using modern technology for development. He launched the Digital India programme in 2014 and over the past 11 years, its results are clearly visible. This initiative has digitally empowered citizens, curbed corruption, and made public services more accessible.
He added that the state government had introduced the e-Registration system on April 1, 2021. Under this system, any citizen can book an appointment in advance for property registration.
CLU approval powers delegated to the Director of Town and Country Planning
The Chief Minister stated that earlier, the powers to grant licences and Change of Land Use (CLU) permissions for commercial and residential projects were vested with the Chief Minister’s Office. This arrangement has now been changed, these powers have been delegated to the Director, Town and Country Planning Department. The entire CLU application process has been made online. Applicants can track their file movement at every stage. All CLU permissions are now processed online within 30 days.
Landowners can now access property and land records online
Sh. Nayab Singh Saini said that to fully digitize land records, the Integrated Haryana Land Records Information System has been implemented in all tehsils. Through this system, landowners can access information about their properties and land records online, anytime and from anywhere.
Initiatives launched from a small tehsil set the stage for state-wide reforms, Dr. Sumita Misra
Additional Chief Secretary & Financial Commissioner, Revenue & Disaster Management Department, Dr. Sumitra Misra said that from the small tehsil of Babain, the government launched the schemes that will benefit every farmer and citizen across Haryana.
She said that during the Budget Session, the Chief Minister had set certain targets for the department. Among them was the instruction to replace the centuries-old system of land measurement using “jarif” (traditional rope-based method) and difficulties in the registration process.
She further added that the WhatsApp Chatbot has been launched under the name “Bhu-Mitra” . Through this chatbot, citizens will be able to access information, services, and register complaints.
Additionally, the revenue court system in Pehowa tehsil will be digitized. This will provide details such as court hearing dates and case information online, reducing the inconvenience of repeated hearings.
Farmers can now get agricultural land demarcated for just Rs. 1,000, Dr. Yashpal
Deputy Principal Secretary to Chief Minister and Director, Land Records, Dr. Yashpal, welcomed the Chief Minister and other dignitaries and said that paperless registration and the new demarcation system will greatly benefit citizens. Earlier, people had to carry all documents with them and spend the entire day at the tehsil waiting for their turn. Now, they will be called only once, and the entire process of taking a photograph and signature will be completed in just five minutes.
He further explained that earlier, farmers had to rely on private machines for land demarcation, which was both time-consuming and expensive. Now, they can apply online for demarcation. Earlier, farmers had to spend around Rs. 30,000 for this work, but under the new system, demarcation of agricultural land will cost only Rs. 1,000.
